On behalf of someone else: the fan is noisy (high rpm) on a t460s laptop running Ubuntu 20.04. It has not been upgraded and would probably benefit from it. There is no load that would justify the fan is running so high.
A workaround is to go to sleep and turn back on. The fan is almost silent, proof that it’s not an actual overheating problem.

Your fan is running at 4683 RPM which is high indeed. And no temperature level seem to justify that. Here is what my laptop (p51s) shows:
